
The functionality is currently being put into place and won't be operational until 2013. And even then, the feature will be limited to select cities. Verizon is partnering with Telecommunication Systems, a Maryland company, to provide the infrastructure for the SMS-to-911 service.
While texting 911 instead of calling isn't right for everybody, it does have a number of beneficial uses. Most obviously, it would be helpful if you are ever not in the position to use your voice, either out of fear for your safety or a physical inability to do so.
